The Position
The Bureau of Environmental Services (BES) is seeking a Pollution Prevention Outreach Coordinator (Community Service Aide II) for the Environmental Compliance Division, Pollution Prevention Outreach Team.
The Community Service Aide II will support the Pollution Prevention Outreach (P2O) and EcoBiz programs (http://ecobiz.org).
Major duties include:
Communicating with businesses in the automotive, landscaping, and dry-cleaning industries to solicit interest in participating in the EcoBiz program and completing the EcoBiz certification process for the industries.
Conducting research on Federal, State and City guidance and regulations in solid waste, air, and water quality, and making preliminary compliance determinations in support of EcoBiz certifications.
Researching innovations in Pollution Prevention, making updates to program guidance, and developing education and outreach materials for local industries.
Assessing other state and national pollution prevention certification programs for adoption by the City.
Under routine supervision, and with moderate discretion, this CSA II will support the EcoBiz and other related P2O projects of the Environmental Compliance Division. The position will promote the EcoBiz program, solicit businesses to participate in the program, conduct site visits, and award certifications to participating businesses. Work will be completed using a variety of standard and custom databases, GIS and mapping tools, spreadsheets, and other office software.
This person will likely have education or experience in an environmental field with an interest in industrial pollution prevention best management practices, environmental health, or environmental outreach techniques.
Note: This is a temporary Community Service Aide (CSA) II position with a maximum of 1,400 hours in a calendar year .
This position is not benefit eligible.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as “full-time remote” could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval.
To Qualify
The following minimum qualifications are required for this position:
Knowledge of practices and techniques of environmental protection and water pollution and control.
Ability to provide technical guidance and advice to internal and external stakeholders, such as staff, government agencies, private businesses, and citizens, and others encountered in this work.
Ability to learn, interpret, and explain both orally and in writing, technical information to the public, such as specific program objectives, policies, procedures, and regulations.
Ability to learn and operate a variety of computer software programs to compile, record, and analyze data, such as maintaining technical files, prepare maps, plans, records, graphics, documents, and reports.
