The Assistant Program Specialist position in the Bureau of Planning and Sustainability will perform program administration tasks, engage with partners and undertake analysis in support of implementation of effective and equitable recycling, composting and public trash can programs. This position will assist with the citywide expansion of the public trash can program, evaluation of the public recycling depot program, tracking program data and costs, and other projects as needed. This employee will have direct daily contact with a variety of diverse community stakeholders, including residents, businesses, garbage haulers, and other bureaus and agencies. This position will prepare drafts of proposed contracts, reports, administrative rules and ordinances for solid waste, recycling and composting programs. The Assistant Program Specialist will work as part of a team and report to the Solid Waste & Recycling Program Manager.

The following minimum qualifications are required for this position:
Ability and skill communicating effectively, both orally and in writing, to a variety of parties and ability to work effectively on a diverse collaborative team.
Ability and skill understanding, interpreting, explaining and applying rules and policies in a regulated environment or public agency setting.
Ability and skill collecting, evaluating and interpreting data, either in statistical or narrative form and maintaining files, records and documentation.
Ability and experience preparing clear, concise and comprehensive reports, correspondence and other documents appropriate to audience.
Knowledge of and ability to use a computer and standard business software.
